I was just reading about this building. Apparently, the architect played with the idea of a comfort comodity for residents in the form of a controversial new poly-vinyl rain deflection system.
The building was to be outfitted with retractable poly-vinyl sheets that would retract from a slot just above the window and then fold closely down over the windows themselves, allowing residents to keep their windows open without getting rain in their apartments.
Each sheet would then overlap the sheet below it, making a waterproof seal from top to bottom.
However, the idea was ultimately scrapped during R&D due to an inability to guarantee 100% effectiveness.
